Many important positions in several projects is unfair

I have reviewed certain projects and noticed that sometimes a single person holds important positions in several projects. This is not ideal in terms of conflicts of interest. This brings me to the following question: Are projects thoroughly analyzed before being published to receive such significant funding? A person can be a shareholder in multiple projects but should not hold key positions in two or more projects.
